General Information

The Vermont Incident Reporting System (VIRS) is used to collect information related to violations of school policies, state or federal statutes or regulations. This system is aligned with the State incident reporting requirements, and includes specific item information limited to the State acceptable values and built-in validations to facilitate the data entry process. It's simple, user friendly, and produces data files formatted for SLSD data collections.

Vermont Incident Reporting System (VIRS)

Log in

  • In a browser window, type in virs.us.
  • Click on G Sign in to log in using your Google account.

  • If you only have access to one school, it'll already be selected for you but, if you have access to more than one school in your SU/SD, you need to select your organization (school) by clicking on 'Select Organization'. The Year should be set to the current year by default. Then click on Enter.

Required Fields and Validation Errors

  • Throughout the different sections (Incident, Offender, Victim) of VIRS, red circles serve as indicators for missing required fields and will remain until the required information is entered. All validation errors should be taken care of prior to the final and official submission to the State.
  • Hovering over a red circle will give the user more information on the reason for that validation error to help him/her resolve the issue.

Green Indicator and SAVE changes

  • Throughout the different sections (Incident, Offender, Victim), a green indicator will show when changes are made, as well as the Cancel and SAVE buttons at the top. Remember to click on Save to save changes or Cancel if you do not want to keep the changes.

Incidents

Add New Incident

  • If any incidents have previously been entered, you will see them listed. If any have validation issues, they will be displayed with red circles. Click on Add New Incident to add a new one.

  • Hovering over the red circle will give you more information on the reason for that validation error. See examples below:

Set the Date

  • When adding a new incident, the default Date will be today's date. If you need to edit the date, click in the date field to get the calendar. Use the up/down arrows to set the month, the year, and click also on the day to set the date.

Green Indicator / SAVE changes

  • When changes are made, a green indicator will show, as well as the Cancel and SAVE buttons at the top. Remember to click on Save to save changes.

Select Items Information

  • Click on the triangle to the right of the item you wish to select information for. Scroll down and pick the appropriate information from the drop-down list.

Edit/View Existing Incident

  • From the incidents listed, click on the incident you wish to see the details for or want to edit.

Edit the Date

  • To edit the date, click in the date field to get the calendar. Use the up/down arrows to either edit the month and/or the year, and click also on the day to set the date. When any changes are done, the Save button will show at the very top of the page and will remain until all the changes have been saved.

Edit Items Information

  • Click on the triangle to the right of the item you wish to select information for. Scroll down and pick the appropriate information from the drop-down list.
  • Remember to click on the Save button at the top when changes are made.

Offenders

Add New Offender

  • Select the incident for which you want to add an offender. If you just created a new incident, that incident is already selected and you are ready to add an offender.
  • Click on the + Add Offender to add an offender. After the first one has been added, clicking on the circle with the + under the listed offender will add a new one.

Enter Name

  • Click on the gray words First, Middle, and Last to type in the first name, middle name, and last name of the offender.

Set the DOB

  • Click in the Date of Birth field to get the calendar. Use the up/down arrows to set the month, the year, and click also on the day to set the date.
  • Anytime any changes are made, the Save button will show up at the top. You have to click on that Save button to save the changes. You can continue to make changes and click on Save when you're done, or hit Save as you make the changes. As long as some changes have NOT been saved, the Save button will continue to show at the top of the page. If deleting anything, please hit the Save button before continuing making any other changes.
  • When there are no changes to be saved, the Back to List button is displayed on the top left and allows you to go back to the incident list.

Fill In Other Items

  • An item with a checkbox can be selected by clicking in the box.
  • For an item with a triangle to its right, click on its triangle to get the acceptable information list. Scroll down and pick the appropriate information from the drop-down.

Edit/View Offender

  • Select the incident, then select the offender to view the details of his/her information.

Edit Name

  • If the name hasn't been entered yet, click on the gray words First, Middle, and Last to type in the first name, middle name, and last name of the offender. If the name had already been entered but needs to be changed, click on the part that needs to be edited and type the correct one.
  • Click on the Save button at the top to save your changes.

Edit the DOB

  • Click in the Date of Birth field to get the calendar. Use the up/down arrows to either edit the month and/or the year, and click also on the day to set the date.
  • Click on the Save button at the top to save your changes.

  • For an item with a triangle to its right, click on its triangle to edit. You can scroll down and pick the appropriate information, or use the search box where the cursor is to type in either the code (number - when applicable) or a key word to quickly bring up a selection.

Delete an Offender

  • Hovering over the offender's information will display a red filled circle with a white horizontal bar. It is the Delete symbol. Click on this symbol if you wish to delete the offender. You will be prompted by a confirmation dialog and will have the option to Cancel. Remember that any changes always require that you click on the Save button at the very top as well. Hit Save (or Cancel) after deleting before continuing with any other changes.

Actions

Add an Action

  • When you have an offender selected, you can add the first action by clicking on the + Add Action button under the offender's details, or by clicking on the circle with the + under the word Actions if any already exist.


Set the Date
  • The default Date will be today's date. If you need to edit the date, click in the date field to get the calendar. Use the up/down arrows to set the month, the year, and click also on the day to set the date.


Select Items Information
  • Click on the triangle to the right of the item you wish to enter the information for. Scroll down and pick the appropriate information from the drop-down list.


Edit/View an Action

  • Select the incident, the offender, and go to the Action you wish to view or edit.

Victims

Add New Victim

  • To add the first victim and his/her information, click on the + Add Victim. When victims already exist, there will be a circle with a + sign to use to add another victim.

Enter Name

VIRS Download Instructions

• When logged in the Vermont Incident Reporting System, click on Admin to go to the VIRS Administration system.

• Select any one of the schools (Org) from your SU/SD using the up/down arrow. It doesn't matter which school you select, the submission files will include all schools in your SU/SD.

• The complete CIRS submission includes 4 files; one for Incidents, one for Offenders, one for Actions and one for Victims. Click on Create to the right of the file. If you need the Nightly submission files, click under the Nightly header. If you need the Year End submission files, click under the Year End header.

• Once created, the word Download will show. Click on Download to save the file to your computer.

• The files downloaded follow the State naming convention and are in the required format. They are ready for you to upload to edFusion.
